My mother, father and brother live in Ohio. I live in Virginia and am in the military. My brother is 15 and I am 23. I helped raise my brother from the time I was 13. I was basically a live in maid and nanny for my parents until I left for college and then the military. My brother and I were emotionally neglected by our parents at best and emotionally abused by our father at worst. I left and it all fell on my brother. His issues with my parents and behavioral problems at school have steadily gotten worse. My parents regularly ask me for advice in dealing with my brother and more than once I''ve been put on the phone with him to correct his behavior, because I''m the only one that can. As things have just gotten worse I''ve offered for my brother to come stay with me for the summer. My parents have refused. I would like to know if there is any chance of seeking custody or even temporary guardianship to break this cycle and save my brother.

Yes, if you can establish that it would be in the best interest of your brother to live with you and you can support yourself and him if you are awarded support. You would need to get an attorney in Ohio to sue for custody in the county in which your brother now lives. You can use the incidents you listed above and due to your brother's age, he can also testify as to why he would rather live with you than his parents.
